Kyle B. Tores, Assistant State’s Attorney, District Court Division Chief
Mr. Tores joined the Office in 2011. He serves as the District Court Division Chief. In 2004, he received an Associate’s Degree from Anne Arundel Community College and in 2006 graduated from the University of Maryland with a double major in History and Government. He attended the University of Baltimore School Of Law where he graduated in 2010. While in law school, he interned for Chief Judge Bell at the Court of Appeals (2008), the Attorney General’s Office (2009), and was a Rule 16 with the Anne Arundel County State’s Attorney’s Office (2010). From 2009 to 2011, Mr. Tores worked as a Paralegal and later as an Associate at the Law Office of Paul V. Bennett, P.C. He was admitted to the Maryland Bar Association in 2010 and the US Supreme Court in 2015. Since beginning with our Office, he has been assigned to the District Court, Juvenile Court, Truancy Court, and the Circuit Court.
John J. Navalaney, Assistant State’s Attorney
Mr. Navalaney joined the Office in 2019 where he is assigned to the District Court. He graduated from the University of Baltimore School Of Law in 2018. He received his undergraduate degree from the University of Maryland, College Park. Following law school, Mr. Navalaney served as the law clerk for the Honorable E. Gregory Wells, Circuit Court Judge for the Circuit Court of Calvert County. He was admitted to the Maryland Bar Association in 2018.
April N. Brown, Assistant State’s Attorney
Ms. Brown joined the Office in August 2019 where she is assigned to the District Court. She graduated from the University of Maryland, College Park, with a B.A. in Criminology and Criminal Justice with a double major in Psychology. She graduated from the Washington and Lee University School of Law in 2017 and subsequently admitted to the Maryland Bar Association. While in law school, Ms. Brown completed internships in the Office of the Public Defender, LaPlata, Maryland, the Montgomery County State’s Attorney’s Office, Rockville, Maryland, and the Roanoke County Commonwealth’s Attorney’s Office in Salem, Virginia. Prior to joining our Office, she served as a judicial law clerk for the Honorable Amy J. Bragunier, Administrative Judge for the Circuit Court of Charles County, Maryland. Ms. Brown is the Treasurer for the Southern Maryland Chapter of the Women’s Bar Association and has assisted with mock trial for high school students as a judge.
Sierrah J. Beeler, Assistant State’s Attorney
Ms. Beeler joined the Office in 2020 where she is assigned to the District Court. She obtained her Bachelor’s Degree in Political Science from Penn State University in 2016. Upon graduation, she attended Widener Commonwealth Law School in Harrisburg, Pennsylvania where she graduated in 2019. She was admitted to the Maryland Bar Association in 2020.
